Would music listeners prefer a recording or a live presenter?\" \/><meta property=\"twitter:url\" content=\"http:\/\/johnwarburton.net\/blog\/?p=126\" \/><\/p>\n<p style=\"text-align: justify;\">As increasing numbers of British independent radio stations use greater amounts of automation, or <a href=\"http:\/\/en.wikipedia.org\/wiki\/Voice-tracking\" target=\"_blank\">voice tracking<\/a>, I was amused to read what the <a title=\"Radio Authority factsheet\" href=\"http:\/\/www.ofcom.org.uk\/static\/archive\/rau\/about-ra\/factsheets\/fs1.html\" target=\"_blank\">Radio Authority<\/a> (<a title=\"Ofcom Website\" href=\"http:\/\/www.ofcom.gov.uk\" target=\"_blank\">Ofcom<\/a>&#8216;s predecessor) decided about automation only fifteen years ago.<\/p>\n<p style=\"text-align: justify;\">Today&#8217;s radio market is, of course, very different. Intensity of competition, especially from non-radio sources of entertainment, is a far greater challenge compared to what it was at the opening of this century.<\/p>\n<p style=\"text-align: justify;\">Who knows how the market might change in the face of the post-dotcom generation? Will leadership in forming taste become too fragmented, and the vacuum need filling? In music radio, could real presenters, experiencing minute-by-minute the music they are playing, be valued once more?<\/p>\n<p style=\"text-align: justify;\">For another perspective, see the foot of this post.<\/p>\n<p style=\"text-align: justify;\">\u266b &#8220;You&#8217;ve yet to have your finest hour.&#8221; \u266a<\/p>\n<p style=\"text-align: justify;\"><a title=\"September\/October 2000 Radio Authority meeting minutes\" href=\"http:\/\/www.ofcom.org.uk\/static\/archive\/rau\/publications-archive\/adobe-pdf\/about-ra\/meeting-notes\/minutes\/2000\/5oct2000.pdf\" target=\"_blank\">Click here to read the entire set of Radio Authority minutes<\/a>.<\/p>\n<blockquote>\n<h3>Automation<\/h3>\n<p style=\"text-align: justify;\">Following on from the discussion at the September meeting, Members decided\u00a0to set a limit on the amount of automated programming to be generally allowed\u00a0in daytime on local radio stations. The general limits would be two hours a day\u00a0on FM stations, and four hours a day on those AM stations which are obliged to\u00a0broadcast twelve hours or more of locally produced and presented\u00a0programming. Staff could negotiate different limits, on request, in accordance\u00a0to specified criteria. The stations would each be written to setting out the limits\u00a0and giving an opportunity for representations to be made in respect of\u00a0individual formats.<\/p>\n<p style=\"text-align: justify;\">This decision on automation was not made on the basis that automated\u00a0programming was necessarily undesirable. On the contrary, Members\u00a0recognised that automation had a valuable part to play, particularly for\u00a0overnight programming and for specialist shows.<\/p>\n<p style=\"text-align: justify;\">However, they felt that the &#8220;localness&#8221; of stations would be jeopardised if programming were allowed to be automated for more than limited periods during the day and also the\u00a0&#8220;liveness&#8221; of the medium, a feature of radio highlighted by the Authority in its\u00a0White Paper submission in July 2000.<\/p>\n<p style=\"text-align: justify;\">They also considered that listeners have\u00a0a reasonable expectation for presentation to be live, and that too high a level of\u00a0automation could undermine the trust that exists between the station and its\u00a0audience.
